Honduras

In Honduras, in 2003, the government introduced an extreme law called Mano Dura (Tough Hand) that criminalized any scent of gang-rism. If one was simply associated with any cartel organization, wore certain clothes, had certain tattoos, or even expressed typical gang positions on street corners, they would get arrested. Tough indeed! The result? They had little to no impact on gangs, and actually they made cartels collaborate with each other and expand as a reaction to this “Mano Dura” of the government. (source)
